Dear Mr. Musolf:
The Commission has completed its review of Revision No. 1 to the Prairie Island Inservice Inspection and Testing Program for the Second 10-Year Interval.
Revision No. 1, submitted by your letter dated' January 20, 1987, contained a new Request for Relief No. 69 for both units and revisions to Requests for Relief Nos. 16, 18, 27, 57a,-57b,.57c, and_59'of the' original submittal. Your letter dated April 14, 1987 provided further. revisions to.the requests for relief-included in your January 20 submittal and withdrew request 57c. All-other requests for relief subject to future staff review were previously approved as part of our review of the first and second 10-year intervals of your IST prcgram.
Based-on our review of Revision 1 to your IST program for the_second 10-year interval, we find the new Request for Relief No. 69 and the revisions to Requests for Relief Nos. 16, 18, 27, 57a, 57b, and 59 from the requirements of the ASME Code,Section XI, are acceptable. For the. items in which relief has been granted, we have determined that the code requirements are impractical and that the relief requests are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
A copy of the Safety Evaluation is enclosed. This completes our efforts under TAC Nos. 64649 and 64650.
