EMERGENCY OPERATING INSTRUCTIONS (EDIs)
This letter is in response to the concerns identified in the subject inspection report.
NRC has identified several concerns primarily in the areas of development and implementation of the EDIs, evaluation of the containment venting procedures, evaluation of personnel access to the reactor building during emergencies, and deviations between the EDIs and their base documents. By letter dated December 2, 1988 TVA deferred a completo response to NRC Inspection Report 50-260/88-200 until February 28, 1989. This letter explained that it would be inappropriate for TVA to respond to the NRC's concerns until they have been thoroughly reviewed and the majority of the corrective actions have been completed.
Although most of these concerns have been included in the changes for the upcoming revision, the revision to the EOls has not been implemented and the operators have not been trained on the changes. The reason for this is because the BFN EOls are very tightly controlled and revisions to them are carefully evaluated. Therefore revisions are kept to a minimum. In order to capture all appropriate changes, the revision will be introduced into the TVA approval cycle as close to restart as possible. Therefore, as discussed with C. E. Cears of the NRC staff on February 21, 1989, TVA will provide the response to the above inspection report by May 15, 1989.
