NRC INSPECTION OF THE RANCHO SECO NUCLEAR PLANT CONTAINMENT

This refers to the routine inspection conducted by Mr. C. Clark of this
office on July 14 - September 11, 1987, of activities authorized by NRC
License No. DPR-54-and to the discussion of our findings held with members of
-your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the enclosed
inspection report.
Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel,_and observations by the inspector.
No violations of NRC requirements were identified within the scope of this
inspection.
However, as discussed in paragraph 2.d, a number of weaknesses in
the conduct of integrated leak rate test were observed.
We suggest you
review these observations closely.
Cumulatively, the observations indicate
that the preparations made for the conduct of this important test were not as
detailed and extensive as we would normally expect.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
