(t.s It. is respectfully requested that Special Nuclear Material License No.

SNM 1050 (due to expire October 31, 1987 by License Amendment No. 8 dated April 29,1987) be extended for one year under the storage only conditions established by Amendment No. 5 to the License, dated August 26, 1983. The Uni-versity of Florida Safety Review Subcommittee (SRS) for the UFSA Facility ~

covered by this license reviewed the status and conditions on August 17, 1987 and concluded that all safety requirements are met.

The present status of the 'UFSA facility covered by SNM-1050 is as fol-lows:

1.

The fuel is stored in a safe configuration in the Nuclear Research Field Building, as specified in our letter of July 15, 1980.

2.

The Facility has an NRC approved Physical Security Plan. The protec-tion provided by this plan and associated systems exceeds the re-quirements established in 10 CFR 73 for Materials of Low Strategic Significance. NRC Security Inspections have found no security prob-lems with the facility.

As reported in 1985, a fire alarm system was installed to provide enhanced automatic fire detection for the fuel storage and facility a rea. This system has been operational since April 10, 1985. Recent failure of a smoke detector outside the storage area has revealed the need to replace the existing smoke detectors, along with the monitor station to prevent further failures. The contract for this work has been approved and the work is expected to be completed within two weeks. Except for the removal of one smoke detector, the system has been and will be operational except during the one day required for replacement of components. Delays were caused by delays in obtaining replacement parts. This occurrence has been fully re-

The fuel storage area is properly maintained.. including required surveillance activities. This Facility has an unblemished safety re-cord. The University of Florida Safety Review Subcommittee for the UFSA Facility covered by this license continues to review the fa-cility status periodically as was done on August 17, 1987 to-assure continued safe. storage.

A Quality Assurance Program plan with a: cover letter dated September 2,1987 was submitted to NRC NMSSito cover shipping up to 1200 of the fuel pins held under the SNM-1050 license to a secure experimen-tal facility under the Department of Energy at the Oak Ridge Na-tional Laboratory. Subsequently a resubmittal was required with a cover letter dated September 17, 1987. When the expected program ap-proval is received, this shipment will sub' tantially reduce the SNM-s 1050 inventory from the present 5400 pins.

In response to the NRC requirement (10 CFR 50.64) to convert the

University of Florida Training Reactor from high enriched to low en-riched uranium fuel, a proposal to meet regulatory requirements for conversion from HEU to LEU fuel was submitted to NRC outlining plans to consider qualifying and then utilizing some of the SPERT fuel held under the SNM-1050 license for the HEU to LEU conversion. The proposal was updated with a revised schedule submitted to NMSS with a letter dated May,14, 1987. A detailed proposal was submitted to the Department of Energy, Division of University and Industry Pro-grams ' with a letter dated August 7, 1987 to obtain funding to sup-port this conversion, again proposing a program to examine, qualify, and (if accepted) use approximately 500 of these fuel pins (SNM-1050) to fuel the converted UPTR (R-56 license) with as many as 100 additional pins qualified for refueling purposes.

the updated version of the Guide outlining the standard format for the SNM-1050 license renewal submittal have delayed work on completion of the full' li-cense renewal package. Therefore, it is respectfully requested that Special Nuclear Material License Number SNM 1050 be extended for one year until April.

dated August 26, 1983 (storage only). The University of Florida Safety Review Subcommittee for the UFSA Facility covered by this license reviewed this re-quest and the status and conditions of the facility on September 24,1987 and has concluded that the safety requirements are fully met and Ubat this addi-tional license extension "for storage only" will provide the time needed to submit a complete license renewal application package following standard for-mat guide.
