Dear Mr. Stello:

In accordance with the Federal Emergency Management Agency (FEMA) Rule, 44 CFR 350, the State of Georgia sutrnitted its State and associated local plans for radiological emergencies related to the Vogtle Electric Generating Plant to the Regional Director of FDiA Region IV for FEMA's review and approval on September 24, 1986; and the State of South Carolina submitted its State and associated local plans for radiological emergencies related to the Vogtle Electric Generating Plant to the Regional Director of FEMA Region IV for FEMA's review and approval on September 26, 1986.

The Regional Director forwarded his evaluation of the Georgia and South Carolina State and local plans tio me on October 9,1986, in accordance with Section 350.11 of the rule. His sutrnission included an evaluation of the full-participation exercise conducted on April 30-May 1,1986, and a report of the public meeting conducted on June 12, 1986, which explained the site-specific aspects of the State and local plans.

Based on an cuerall evaluation, I find and deterrine that, subject to the condition stated below, the Georgia and South Carolina State and local plans and preparedness for the Vogtle Electric Generating Plant. are adequate to protect the health and safety of the public and that there is reasonable assurance that the appropriate protective measures can be taken offsite in the event of a radiological emergency. The condition for the above approval is that the adequacy of the prompt alert and notification system already installed and operational be evaluated by FEMA in accordance with the joint Nuclear Regulatory Ccmnission/ FEMA criteria set forth in NUREG-0654/ FEMA-REP-1, Rev.1, and in FDiA-REP-10

" Guide for the Evaluation of Alert and Notification Systems for Nuclear Pcuer Plants."

Accordingly, I approve the State and local plans for Georgia ai.d South Carolina site-specific to the Vogtle Electric Generating Plant subject to the approval of the prcmpt alert and notification system by FEMA.
