Human Factors - NAS Review.
In March 1986, the National Academy of Sciences (NAS) was awarded a grant in the amount of $175K, to benchmark the status of human factors in U.S.
comercial nuclear power. development, and make recommendations for short-term 4
and long-term human factors research. An NAS final report was originally due to the NRC at the end of August 1987.
In August, however, the NAS requested an additional four months (end of December 1987) and $25K to complete the study. The NAS request was complied with by the NRC in Septamber.

Salary Increase for Engineers NRC engineers at grades GG-9,11, and 12 will receive a pay increase effective October 11. 1987 which parallels increases in other Federal agencies. GG-9 and 11 employees will receive about 3 percent more; GG-12 engineers will receive almost 4 percent. About 120 NRC engineers will receive the increases, which are expected to be reflected in paychecks received on November 3, 1987.

- Deferred Plant Policy Statement l
The Commission has approved a final Policy Statement on Deferred Plants, which is to be published in the Federal Register within the next couple of weeks.
The Policy Statement addresses the quality assurance requirements, particularly the maintenance, preservation and documentation' requirements for deferred plants, and how new regulatory staff positions will be applied to deferred l
plants that are reactivated.
The Policy Statement does not ir.clude any new regulatory requirements. The staff has applied the regulations and guides, listed in the Statement, to the deferral and reactivation of previously deferred plants. The Statement has j
been prepared to combine the regulatory requirements applicable to deferral 1
and reactivation in' order to provide a focus for this activity and a level of
{
stability and predictability to the regulatory process in this area.

A Generic Letter will be issued to all holders of Construction Permits, which will forward them a copy of the statement.

Transfer of NBS Uranium Standards' Program On October 2, 1987, a meeting.'was' held between Safeguards personnel and a representative of the DOE New Brunswick Laboratory (NBL) to discuss the transfer of the. national safeguards calibration standards production and
~ distribution program from the National Bureau of Standards (NBS) to NBL.
The. transfer was completed on October -1,1987.: NRC safeguards regulations require that certain measurement calibration anditests for nuclear material be traceable to national standards.
As a result.of the discussions with NBL, the NRC staff does not believe the program transf'er from NBS to NBL will have any impact on NRC licensees.
Industrial and Medica'l Nuclear Safety Brazilian Accident Involving Cesium-137 Teletherapy So_ug e The Commission has been previously informed of an accident in Brazil involving a cesium-137 teletherapy source.
The NMSS staff has assembled an information package on teletherapy units utilizing cesium-137 and the sealed sources used in these units that have been marketed in the United States.
Cesium teletherapy units saw limited use in the United States in the 1960's and 19?O's due to
.relatively limited treatment capabilities.
Copies of the cesium teletherapy information packet were distributed to appropriate personnel in'NMSS, GPA, and the State Department.
Drs. C. C. Lushbaugh and Robert Ricks, ORAU, who are providing medical assistance to the Brazilian government, were also provided copies of the information packet.
Dry Storage On'0ctober 7, 1987, NMSS: staff met with General Nuclear Systems, Inc. (GNSI),
and Virginia Power.
Submittal of a topical report by GNSI for a nodular cast iron cask design, the CASTOR X, was discussed.
The cask employs two fuel basket desig~ns, for 33 and 28 PWR assemblies.
For the 33 assembly cask, burnup credit for criticality design will be sought.
The topical report, which is associated with a license amendment for Virginia Power's Surry Independent Spent Fuel Storage Installation, is expected to be submitted in January 1988.
Virginia Power's application is expected to follow it in the spring of 1988.

Monitored Retrievable Storage (MRS)
Staff members of the Division of Industrial and Medical Nuclear Safety met with Department of Energy (DOE) staff on October 7, 1987, to discuss procedural aspects related to the licensing of MRS if such a facility should be authorized by Congress.
The need for a procedural agreement covering relicensing interaction between the agencies, similar to the agreement related to repository projects, was discussed.
Other topics of discussion included future consultation with NRC on technical siting criterie for MRS if DOE is directed by Congress to consider other sites in addition to those identified in the MRS proposal.
Agency roles regarding NEPA requirements and related CEQ and NRC regulations for preparation of-environmental impact statements were discussed briefly, and it was agreed that further consideration of this matter was necessary.
Further meetings are planned, but not scheduled.
Low-Level Waste Management Low-Level Waste Disposal Staff Participation in DOE's low-Level Waste Training Film Staff and management from the Division of Low-Level Waste Management and Decommissioning are participating in the production of a training film the Department of Energy is preparing on low-level radioactive waste.
NRC participants are being filmed presenting NRC's regulations in 10 CFR Part 61, mixed wastes, and other issues.
The NRC discussions will be added to presentations by Dr. Raymond Murray, Holmes Brown, and others to present a comprehensive view of low-level waste production and characteristics, disposal, laws, and regulations.
The film will be available for use by States and Compacts.
Visit to National Bureau of Standards (NBS) to Locate Concrete Expert On September 28, 1987, members of the LLWM Technical Branch met with the Buildings and Materials Division of NBS in an effort to determine their ability to assist NMSS in identifying or developing tests or test methods to predict the long-term performance of low-level cement waste forms.
In the past NBS was recognized as one of the research institutions most familiar with the fundamental research associated with concrete technology.
The Technical Branch intends to locate experts in the area of fundamental concrete research who can be of assistance in developing criteria for the topical report review program.

The staff has worked with NUMARC' over a period of' several months to resolve their concerns regarding this issue.- A final meeting at the working level is scheduled for October 7,1987 to resolve some-minor issues. A vote by the NUMARC membership is scheduled for October 22 1987 and it is anticipated that NUMARC will reconsider its position opposing the need for a rule. The Regulatory Guide references the industry initiatives provided in NUMARC-8700, Guidelines and Technical Bases for,NUMARC Initiatives Addressing Station Blackout at Light Water Reactors, as' nroviding-an acceptable method for meeting the rule.

Foreign Visitors On Friday, October 2, Inspectors Probir Basu and-Ian Robinson of the UK Nuclear Installations Inspectorate visited NRC to discuss various 1

On Monday Inspectors J. L. Petrie and M. R. Sawyers, UK Nuclear Installations Inspectorate (NII), visited NRC to discuss with appropriate staff the status of NRC's review of the integrated
- protection system based on EAGLE-21 and possible areas of NRC/NII cooperation. Other topics included licensing position of Westinghouse sips, software verification experiences, and policy on normal control sharing the same computerized control equipment,
.On Wednesday a team from the Italian National Committee for Research and Development of Nuclear Energy and Alternative Energy (ENEA) visited NRC.

followed by a more restricted afternoon session which dealt with opportunities to perform experimental work at ENEA's Spes facility to verify some new PWR phenomenologies and to demonstrate ENEA's computer codes.
j On Wednesday Professor Ferenc Marta, Vice President, Hungarian Academy of-Sciences, and Mr. Gyorgy Bermad, Deputy Head of Department, Ministry of Foreign Affairs, accompanied by Dr. Lajos Nyiri, Science Attache at the Hungarian Embassy in Washington, paid a courtesy call on Commissioner Bernthal.
In the course of the conversation, upon being apprised of Commissioner Bernthal's upcoming trip the Eastern European countries, including Hungary, Professor Marta offered to assist in whatever way possible to make the visit a success and suggested also that the U.S. team visit the Central Research Institute for Physics (a part of the Academy of Sciences) and the J. Curie Institute, both of which are located in the Budapest area.
.On Wednesday 11 Yugoslav electrical power engineering graduate students, accompanied.by Dr. France Kranjc, their professor at the University of Ljubljana,' met with R. Hauber of GPA/IP, B. Clayton of EDO, and L. Soffer and G. Sege of RES, to discuss NRC's role and the responsibilities of professional engineers who are employed by the NRC.
On Friday a Japanese Ministry of International Trade and Industry-sponsored delegation consisting of members of the Institute of Applied Energy and the Nuclear Power Engineering Test Center visited NRC to exchange views on nuclear reactor decommissioning.
Specific topics addressed included decommissioning regulations, policy and trends in recycling and reuse of decommissioned wastes, development of technologies for dismantling and decommissioning--including remote control and radioactive waste measuring systems.
NRR,-RES, and NMSS participated in the meeting.

Region V:
Rancho Seco Dean Kunihiro Region V State Liaison Office, attended a legislative
. hearing on October 6,-in Sacramento, CA. The subject was the specific-proposal by the Pacific Gas and Electric Company (PG&E) to purchase SMUD and decommission Rancho Seco.. A number of organizations appeared before the Assembly Utilities and. commerce Committee'to express their views regarding the PG&E preposal. These organizations represented a cross section of interested parties. Except for PG&E, the overall thrust of their comments can be best characterized as neutral or ~against the sale of.SMUD to PG&E.- Of particular note was the' response of Gary Hirsch, representing Sacramentians for. Safe Energy (SAFE), who specifically stated that his organization was neutral on the PG&E purchase proposal.
SAFE is the organization sponsoring the initiative that would terminate the operation of Rancho Seco.
Martin Maisch, Deputy General Counsel for Licensing and Regulation, and Greg Cook, Region V Public. Affairs Officer, appeared before the Committee, at their request, to answer questions regarding the Rancho Seco restart program, decommissioning costs,: and license transfer.

Salary Increase for Engineers
}
NRC engineers at grades GG-9, 11, and 12 will receive a pay increase effective October 11,.1987 which parallels increases in other Federal agencies. GG-9 and 11 employees will receive about 3 percent more; GG-12 engineers will receive almost 4 percent. About 120 NRC engineers will receive the increases, which are expected to be reflected in paychecks received on November 3,1987.

The Acting Chief, DEIIB, attended the Systematic Assessment of Licensee Performance (SALP) Board Meeting for the plant initially selected for the second diagnostic evaluation. Additional background information was collected on plant safety program performance problems and possible underlying causes in preparation for a possible diagnostic evaluation of the initially selected plant.

.The action was based on a failure to verify-that the power supply breaker for.a safety injection pump was in the full racked in position resulting in the inoperability.of. the pump during startup and power operation. The civil penalty was mitigated by 50% because of licensee identification and reporting.

Reactor Operator's License at Beaver Valley, Unit 1 The Commission, by a 5-0 vote, approved an order denying a request that it modify a July 1, 1987, order which granted Alfred J. Morabito an informal hearing on the NRC's staff's denial of his application for a senior operator license.

SECY-87-213 - Final Broad Scope Rule to Modify General Design Criterion 4 of Appendix A, 10 CFR Part 50 The Commission, by a 5-0 vote, approved the final rule which modifies GDC 4 to allow exclusion of dynamic effects of postu-lated pipe rupture in all high energy piping meeting rigorous acceptance criteria subject to the attached modifications.
The revised Federal Register Notice should be revised as noted and forwarded for signature and publication.
The Commission believes that this rule change is an excellent example of how the NRC can enhance safety by eliminating overly conservative and unrealistic requirements.
There are possibly other areas which could benefit from expanding the leak-before-break concept and simplification of requirements such as environmental qualification and ECCS.
The staff should review other areas for possible modifications and solicit public input through a Federal Register Notice requesting detailed suggestions on changes which could be made to the Commission regulations to enhance safety by application of this concept.
