TECHNICAL SPECIFICATIONS AMENDMENT REQUEST - CHANGE NO. 32-TO THE COOPER NUCLEAR STATION (TAC NO. 65623)
By letter dated June 10, 1987, the $istrict requested changes to CNS Technical Specifications relating to fire protection.
The staff has conducted a preliminary evaluation of the proposed changas.
Your proposed amendment would revise Section 3.19 and 4.19 of the CNS Technical Specifications to make Fire Area Barrier and Penetration Fire Seals Limiting Conditions for Operation an;d Surveillance Requirements applicable only to those seals and barriers which form the boundry of fire areas.
(The existing technical specifications apply to all barriers and seals.) It iz the staff position that the Technical Specifications requirements be applicable to "all fire barriers that separate fire areas or portions of redundant safe shutdown systems within a fire area and all sealing devices in fire rated penetrations."
Please revise your application to conform to the staff position or provide justification for an exception.
