Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Relief Request 89-02 Gentlemen:
By letter dated February 3, 1989, I submitted a temporary relief request from the zero leak requirements of the hydrostatic pressure testing in accordance with Section XI of the ASME Boiler and Pressure Code, 1980 Edition through Winter 1981. The relief request was submitted due to the inconsequential failure of a Service Water System (RN) expansion joint weld repair to pass the hydrostatic test. The NRC oranted the relief.for Catawba Unit 1 per D. B. Matthews, ONRR, letter dated February 3, 1989.Section V of my February 3, 1989 Relief Request, Short Term Plan, indicated that the 1B RN pump expansion joint would be swapped out with the joint associated with the 2A RN pump. Additionally, the expansion joints from the 2A and 2B RN pumps would be swapped out with the joints associated with the 2B and 1B RN pumps, respectively.
The 1B RN Pump expansion joint was inspected, repaired and returned to service on February 15, 1989. A hydrostatic test was successfully performed following the repairs and no leakage was detected. The expansion joints from the 2A and 2B RN pumps could not be swapped as indicated in the February 3, 1989 relief request due to RN Isolation Valve leakage. Under these conditions, swapping the 2A and 2B expansion joints would have required placing the RN system out of service. The NRC resident inspector was consulted and a decision was made not to swap the 2A and 2B expansion joints to maintain RN system availability.

U. S. Nuclear Regulatory Commission February 28, 1989 Page 2 The 2A and 2B RN pump joints are being inspected periodically and no leakage has been detected. Periodic inspections will be continued. The 2A and 2B joints will be replaced with hard piped spool pieces during the upcoming Unit 2 refueling outage, which is currently scheduled to start on March 7, 1989.
