HPI MAKEUP N0ZZLE CRACKING - ARKANSAS NUCLEAR ONE, UNIT 1 1 In a letter dated October 29, 1985 transmitting Inspection Report 50-313/85-23, Arkansas Power and Light Company (AP&L) was notified by the NRC Region IV of  !

deviations regarding the completeness of implementation of recommendations I made by the B&W Owners Group (BWOG) Safe-End Task Force. By NRC letter of January 27, 1986, AP&L was informed that its reply to the Notice of Violation constituted a revision of previous commitments and the issue was referred for this office for review.

At the time of the inspection, AP&L was not recording the High Pressure Injec-tion (HPI) flow rate and duration whenever there was HPI actuation as recommended by the Task Force. By letter dated October 30, 1986, AP&L commited to log the parameters when the SPDS is available.

The other deviation from the BWOG recommendations concerned the measurement of continuous flow to the makeup nozzle via bypass of the Pressurizer Level Control Valve. Although there is believed to be adequate flow through the nozzle whenever the makeup pump is running, the amount of bypass flow is not known. Consequently, the deviation from the BWOG recommendations still exists.

We do understand through discussions with the NRC Residence Inspectors that AP&L has an effort underway to obtain and install an acceptable flow meter.

Please provide your plans and schedule for implementation of this BWOG recom-mendation with 45 days of this letter.
