DOCKET NOS. 50-321 AND 50-366 This acknowledges the receipt of your letter of April 13, 1987, which trans-mitted a revision dated April 15, 1987 to the Hatch Physical Security Plan.
Our review of. the changes has found portions of the changes to be consistent with the provisions of 10 CFR 50.54(p). Other portions are not consistent with

the provisions of 10 CFR 50.54(p), or require clarification as delineated in the enclosure to this letter. These changes were discussed during a meeting held on July 15, 1987, between Messrs. J. Fitzsimmons and K. Dyar of your staff and O. Masnyk and D. Thompson of this office. The temporary clearance program was discussed during a phone call on September 23, 1987 between Mr. J. Fuchko of your staff and D. McGuire of this office.

To preclude a violation of regulatory requirements, you must not continue to implement those changes deemed inconsistent. Plee.se revert to the commitments in your previously approved plan or, if desired, modify your plan co accommodate the enclosed comments and resubmit corrected plan pages as necessary to maintain plan continuity.
Should you want to pursue those changes deemed inconsistent, you must submit a request to the Commission's Office of Nuclear Reactor Regulation, under the provisions of 10 CFR 50.90 for amendment to your license.
The enclosure to your letter is being withheld from public disclosure because it contains Safeguards Information and must be protected in accordance with the provisions of 10 CFR Part 73.21.
The material enclosed herewith contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the enclosure will not be placed in the Public Document Room.
