Enclosed is a Report of Investigation pertaining to an investigation conducted at the Alvin W. Vogtle Nuclear Plant concerning the captioned subject.
In 01's view, the investigation confirmed that intimidation and harassment of the QC personnel had occurred; however, no information was developed indicating that 1
QC inspection records were falsified.
No additional investigative activity is
-contemplated by this office regarding these allegations.
'A copy of this report has.also been provided to the Department of Justice for their prosecutive review.

~ The attached report is a result of an investigation ' conducted by this office into allegations of intimidation and harassment of Quality Control inspectors by Pullman Power Products Inc., a contractor doing construction at the Alvin W. Vogtle Nuclear facility.
The OI report provides descriptions of acts or incidents which are potential violations of NRC's regulatory requirements.
l During our review of the Report of Investigation it also became apparent that certain information warrants attention by the Department of Justice.
This investigation is currently under review by NRC's Region II and the Office of Inspection and Enforcement to determine the civil violation, if any, and appropriate civil enforcement penalties.
Notwithstanding the potential regulatory violations it is also important, that the apparent potential criminal violation involving intimidation and/or impeding and opposing of nuclear inspectors (Atomic Energy Act, Sec. 235(b))
4 be brought to your attention.
We, therefore, are forwarding the described
