Dear Mr. Musolf:

To enable us to complete our review of your submittal dated September 22, 1987 describing the proposed spent fuel consolidation demonstration project at the Prairie Island Nuclear Generating Plant, we request additional information regarding the probability of a fuel handling accident. You have elected to perform this demonstration under 10 CFR 50.59.

However, adequate justification has not been given in addressing the requirement of 50.59(a)(2)(1)

Specifically, identifying)the paragraph probability (a)(2 states: of achange, "A proposed fuel handling test oraccident. experiment shall be deemed to involve an unreviewed safety question (i) if the probability of occurrence or the consequences of an accident or malfunction of equipment i important to safety previously evaluated in the safety analysis report may be increased;".

You should consider the effect on probability of such an accident occurring,  !

factoring in the fuel movements that will occur during the demonstration as compared to the equivalent movements that have or will occur at the units and other factors considered or precautions to be taken to prevent such an occurrence.

The information requested in this letter affects fewer than 10 respondents; therefore, OMB clearance is not requred under Pub. L.96-511.
