CHANGES TO CLINTON INITIAL TEST PROGRAM (FACILITY OPERATING LICENSE NPF-62, CONDITION 2.C.8)

Pursant to Facility Operating License NPF-62, Condition 2.C.8, by letter dated June 3,1987 you reported three changes to the initial test program described-in Chapter 14 of the Clinton Power Station Final Safety Analysis Report. Change 1 deletes all reference to the testing of the steam condensing mode of the residual heat removal system (RHR), change 2 clarifies that some leakage from the turbine gland seal system may occur, but t1 will not be significant and change 3 allows for the individual control rod times test to be performed in either Test Londition 1 or 2.

The NRC staff has reviewed these three changes and find them acceptable, however, the deletion of the testing of the steam condensing mode of RHR (change 1) is acceptable only if the following actions are taken; a.

Administrative controls are instituted and the appropriate valves are locked out to preclude inadvertent operation of the RHR in the steam condensing mode.

Plant procedures are revised to reflect that operation in the steam 1

condensing mode of RHR is not permitted, c.

The NRC is informed prior to performing the deleted test should you decide to use the steam condensing mode of RHR at a later date.
