l ENCLOSURE 1 NOTICE OF VIOLATION Duke Power Company Docket Nos. 50-369 and 50-370 McGuire Units 1 and 2 License Nos. NPF-9 and NPF-17 I
During the Nuclear Regulatory Commission (NRC) inspection conducted on August 26 - September 20, 1987, a violation of NRC requirements was identified.
This violation involved the failure to take adequate corrective actions relative to previous enforcement action.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is identified below:

established to assure that conditions adverse to quality are promptly

identified and corrected. These measures shall assure that the cause of l
the condition is determined and corrective action is taken to preclude l
recurrence.
Contrary to the above, the licensee failed to take adequate corrective l
actions to preclude the recurrence of a violation of Technical Specification 6.8.1 (369,370/87-05-02) while performing Slave Relay Testing per PT/2/A/4200/23. The A train control room chiller experienced a loss of heat sink protective trip on July 21, 1987, despite the corrective actions for a similar trip on February 4, 1987.
This is a Severity Level IV violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Duke Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including, for each violation, (1) admission or deniel of the violation, (2) the reasen for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
Where good cause is thown, consideration will be given to extending the response time.
