Purpos e To discuss with the NRC CECO's proposed resolution of the finding during the 1988 Appendix R inspection roncerned - with out-of-service safe shutdown equipment in high radiation areas.

Discussica, The NRC found:
"... that no administrative procedures or controls were in effect to insure that required alternative shutdown equipment (i.e., control rod drive pump, service water pump, 4kV Bus, 480V Bus and 480V MCC) was available for the operating unit - when the opposite unit (which houses the alternative shutdown equipment) was removed from service for scheduled maintenance or I
repair."
As a response to this finding, Dresden Station proposed certain Limiting Conditions for Operation in the event that opposite unit safe shutdown equipment. is out of service. Dresder. Station issued Station Operating February 27, 198" 8903100215 890301 x._..

As discussed with the NRC, utilizing linear thermal detection as a compensatory measure for high radiation areas while opposite unit safe shutdown equipnent is out of service is accepta ble.
A modi fication will be initiated to install linear thermal detection for the cable tray in high radiation areas which contain cables associated with the equipment out of services alternate safe shutdown path.
These modi fications will be installed on both units during the Fall 1989 Dresden Unit 3 outage.

The proposals require that fi re watches, under certain out-of-service conditions, be established for non-high radiation areas in the unit which uses the inoperable opposite unit equi, ment. For high radiation areas, a fire watch is considered undesirable from an ALARA standpoint.
The NRC required that some compensatory measure be employed when the equipment of concern is out-of-service.
CECO has performed a preliminary review of the high radiation areas to determine if any of the shutdown paths using same unit equiment can be used for fires in high radiation areas when opposite unit equipment is out of service.
This preliminary review found that there are no safe shutdown cables for shutdown path A2 (used to shut down Unit 2) and B2 (used to shut down Unit 3) in the reactor building high radiation areas and the Unit 3 high pressure heater bay. These areas are surrounded by substantial shield walls and have low combustible loadings and therefore would contain any fi re.
The other high radiation areas in the turbine building contain a few cables that service equipment used by shutdown paths A2 and B2.
These cables are located in cable risers in the Unit 2 high pressure heater bay and in cable risers and trays in the Units 2 and 3 low pressure heater bays.
CECO proposed that linear thermal detectors be placed in and around trays and risers in the Unit 2 high pressure heater bays and in the low pressure heater bays.
These areas are protected by wet pipe sprinkler systems. The
' combustible loads are low and mainly consists of cable insulation, and these high radiation areas are surrounded by substantial shield walls that will prevent a fire from spreading. The NRC saw no problems with this approach.

Conclusion Based on NRC approval of the proposed compensatory measures, BWR Engineer-ing noti fied Mr.
J.
A. Silady that it woul d ta ke 3 months minimum to complete the fi nal anal ysis.
This analysis will verify the number and location of cable t ay requiring linear thermal detection.
Mr.
Silady indicated that he r.eeded to provide the NRC with a schedule for the analysis and resulting modifications as soon as possible. Mr. Silady stated that the modification should be installed on both units during the Fall 1989 outage.
Subsequent to this meeting an Equi pment Out of Service Safe Shutdown Analysis was initiated.
The purpose of this analysis is to veri fy that an
-alternate safe shutdown path can be utilized for high radiation areas when opposite unit safe shutdown equipment is out of service.
This alternate safe shutdown method would be credited for high radiation areas in lieu of a roving fire watch when safe shutdown equipment is out of service.
This analysis will be completed by June 30, 1989.
