Georgia Power Company Docket No. 50-425 Vogtle 2 License No. CPR-109 Dur'ng the Nuclear Regulatory Commission (NRC) inspection conducted on July 24

- September 14, 1987, the following violation of NRC requirements was identified. The violation involved inspection activities of mechanical equipment. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:

10 CFR 50, Appendix B, Criterion V, and the accepted Quality Assurance Program (FSAR17.1.5) collectively require that activities affecting quality be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstance and be accomplished in j accordance with these instructions, procedures, or drawings.

Pullman Power Preducts (PPP) Procedure 1X-48, Equipment Installation, paragraph 7.1, states in part that the Field Engineer Quality Control (QC)

Inspector, . as applicable will document his inspections on the Field Process Sheet. QC is responsible for verification of items that fall within the scope of ASME (i.e. NF bolting, pressure boundary bolting etc.). j PPP Procedure X-11, Visual Examination - General, paragraph 3.1, states in part that certification of all personnel performing visual inspection shall be in accordance~with ANSI N45.2.6.

Contrary to the above, on July 30, 1987, an NRC inspection identified that a Field Engineer, in lieu of a QC Inspector, was performing visual inspections of the teardown and reassembly of ASME Safety-Related Charging Pumps 2-1208-P6-002 and -003. The Field Engineer was not certified to perform visual inspections in accordance with ANSI N45.2.6.

This is a Severity Level IV violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Natice a written statement or explanation in reply to the violation: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the kk Ob [

i- results act;ieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
