Mr. Bart D. Withers 1
President and Chief Executive Officer Wolf. Creek Nuclear Operating Corporation Post Office Box 411 Burlington, Kansas 66839
Dear Mr. Withers:
SUBJECT:
CORRECTIVE ACTIONS RELATED TO EROSION / CORROSION PIPE THINNING TO BE COMPLETED DURING THE 1987 REFUELING OUTAGE This letter confirms the NRC staff's understanding of the Wolf Creek Nuclear Operating Corporation's (WCN00) monitoring program to detect erosion / corrosion caused wall thinning of pipe walls at the Wolf Creek Generating Station.
Your-i program and the corrective measures that are to be accomplished during your i
upcoming refueling outage were discussed with Gary Boyer, Plant Manager for Wolf Creek during a September 11 telephone conference with Region IV personnel i
and the Resident Inspectors.
/
We expect that before returning to operation following your 1987. refueling 1
outage you will complete your ultrasonic inspection of all safety-related l
piping locations having a high probability of erosion / corrosion damage.
We
{
also expect that you will replace the seven areas where piping has experienced i
through wall or below minimum wall thinning with stainless steel components during the 1987 refueling outage and will repair or replace all components that are projected to erode / corrode to le'ss than minimum wall thickness during the third fuel cycle.
d The, staff considers your proposed corrective actions acceptable pending verifi-cation prior to resumption of plant operation.
We expect that you will provide.
for NRC review by November ~30, 1987, a plan and schedule for corrective measures that will eliminate erosion / corrosion related pipe thinning caused by flow disturbances in piping systems as a result of butterfly valve throttling and piping configurations at Wolf Creek.
