Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Technical Specification Amendment Steam Generator Tube Plugging Criteria - F*

This letter contains a proposed amendment to the Technical Specifications for Facility Operating License Nos. NPF-35 and NPF-52 for Catawba Units 1 and 2.
This request involves changes to the steam generator tube plugging criteria.
This change is only applicable to Unit 1 however, Unit 2 is referenced since the Technical Specifications are applicable to both units. This amendment proposes adoption of the F* criteria for steam generator tube plugging, similar to that which has been granted for the McGuire Nuclear Station via McGuire License Amendments No. 59 (Unit 1) and NO. 40 (Unit 2) dated August 19, 1986.
The attachment contains the proposed change and a discussion of the justification and safety analysis. The analysis is included pursuant to 10 CFR 50.91 and it has been concluded that the proposed amendment does not involve significant hazards considerations. Also enclosed are WCAPs 11581 (proprietary) and 11582 (non proprietary) "Tubesheet Region Plugging Criterion for the Duke Power Company Catawba 1 Nuclear Station Steam Generators".
This proposal involves one amendment request to Catawba's Technical Specifications. Accordingly, pursuant to 10 CFR 170.21 a check for $150.00 is enclosed.
Pursuant to 10 CFR 50.91 (b) (1) the appropriate South Carolina State Official is being provided a copy of this amendment request.
As this submittal contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations.
