NRC INEPECTION REPORT NOS. 50-348/87-20 AND 50-364/87-20
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
E. D. Testa on September 8-11, 1987.
The inspection included a review of
i
activities authorized for your Farley facility.
At the conclusion of the
'
inspection, the findings were discussed with those members of your staff
identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
.and representative records, interviews with personnel, and observation of
activities in progress.
Within the scope of the inspection, no violations or deviations were
identified.
Although no exercise weaknesses were identified in the inspection report, two
i
items requiring corrective action were identified.
The first item was that
i
this exercise scenario was not of the quality we have come to expect from your
organization.
Detailed discussion of scenario related issues are in Paragraphs
3 and 4 of the report.
The second item involves information provided in offsite notifications and the
l
'
organization notified.
As a result of the telephone conversation on
September 16, 1987, between representatives of your staff and Region II staff
,
we understand you will review your notification procedure to clarify when
i
initial and followup notification information is to be provided to the States,
j
In addition, there was a failure to initially notify the State of Alabama
{
Bureau of Radiological Health as required by your Emergency Plan and
j
Procedures, as well as agreed to by Alabama Power Company and the State of
'
This initial notification was made to the Alabama Emergency
Management Agency instead.
We noted that you also observed this error and
,
reported it in your critique.
Please advise us within 45 days of the date of
j
this letter of the corrective action you have taken or plan to take regarding
l
offsite notification, showing the estimated date of completion.
