Gentlemen:
This refers to the routine safety inspection conducted by Mr. P. G. Brochman
and Ms. N. V. Gilles of this office from January 1 through February 16, 1989,
of activities at Syron Station Units 1 and 2, authorized by NRC Operating
Licenses No. NPF-37 and No. NPF-66, and to the discussion of our findings
with Mr. R. Pleniewicz and others of your staff at the conclusion of the
inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements.
However the violation was a licensee identified item
and, in accordance with 10 CFR Part 2, Appendix C, Section V.G.1, a Notice of
Violation was not issued.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
