Request to Use Different Edition of ASME Section XI for ISI

Gentlemen:
Pursuant to the requirements of 10 CFR 50.55a(g)(4)(i), inservice examinations of components, inservice tests to verify operational readiness of pumps and Jalves, j
i whose function 'is required for safety, and system pressure tests, condt.. ed during the initial 120 month inspection interval shall comply with the requirements in the latest edition and addenda of the Code incorporated by reference in paragraph (b) of this section on the date 12 months prior to the date of issuance of the operating license, subject to the limitations and modifications listed in paragraph (b) of this section.
j During the current NRC review of McGuire's ISI Plan as submitted November 1984, it j
was noted that the ISI Plans for Units 1 and 2 were written to be in accordance j
with the 1980 Edition of ASME Section XI, including all addenda through Winter 1980. This edition of the code is appropriate for McGuire Unit 2 based on its license date; however, the McGuire Unit i license was dated July 8, 1981, which

gives the code of record as 1977 through Summer 1979. Code of Federal j
Regulations, Title 10, Part 50.55a(g)(4)(iv) states that inservice examinations of l
components, tests of pumps and valves, and system pressure tests, may meet the requirements sc forth in subsequent editions and addenda of the Code incorporated I
by reference in paragraph (b) of this section, subject to the limitations and modifications listed in paragraph (b) of this section, and subject to Commission approval.
Portions of editions or addenda may be used provided that all related requirements of the respective editions and addenda are met.
Therefore, pursuant to 10 CFR 50.55a(g)(4)(iv), wb request that the NRC approve j
the use of the 1980 Edition of ASME Section XI, including all addenda through Winter 1980, for McGuire Unit 1 as described in the McGuire Unit 1 ISI Plan.

Document Control Desk February 28, 1989 Page 2 A change to allow the use of the 1980 Edition of ASME Section XI, including all addenda through Winter 1980, woulti employ more conservative requirements; thus, providing ut aciceptable level of quality and safety.
The use of different codes for each unit would present administrative problems and could contribute to increased personnel errors in the performance of testing requirements. Also, as stated the Unit 1 and 2 ISI Plan has been developed and implemented using the 1980 Edition of ASME Section X1, addenda through Winter 1980.
A change at this time would require a complete revision to the plan to structure the Unit 1 plan according to the earlier code. We believe that a requirement to do so would not provide an increase in the level of quality and safety with iaspect to the ISI Plan, but would decrease the level of quality and safety from that provided by the later edition of the Code.
