Each quarter this office provides you with a letter concerning unescorted access authorization at your facility for NRC personnel. to that letter discusses several authorization matters and identifies NRC Region IV personnel that have completed radiation protection training conducted in Region IV that satisfies the items addressed in 10 CFR Part 19.12.
That letter also requests that you limit training for Region IV personnel who have completed radiation protection training to a short onsite orientation, as appropriate, on the site-specific aspects of radiation protection along with a security and emergency response briefing. We request that the orientation combined with other access procedures such as security badging and whole body counting not take more than one hour.
In addition to NRC Region IV personnel, non-Region IV personnel such as NRC employees from other Regional Offices, NRC Headquarters representatives from the Offices of Nuclear Reactor Regulation, Nuclear Regulatory Research, Nuclear Materials Safety and Safeguards, or NRC contractors may find it necessary to visit your facility intermittently.
Region IV will continue to identify these non-Region IV individuals by correspondence. Before any non-Region IV individual is identified for unescorted access, this office will be responsible for reviewing their training history to ensure that they satisfy 10 CFR Part 19.12 requirements. We envision that the same site-specific training provided to Region IV personnel would also apply to non-Region IV personnel.
Please notify us within 30 days of the date of this letter if you anticipate any problems in accommodating non-Region IV personnel in your abbreviated site access program. Your cooperation in this matter is appreciated.
