Gentlemen:
-This refers to the inspection conducted by Messrs. P. Wagner, L. Gilbert,.
'A. Singh; and R. Stewart of this' office during the period January 23-27, 1989,
of activities in support of NRC Operating License DPR-46 for Cooper Nuclear
Station, and to the discussion of our findings with Mr. H. G. Parris, you, and
other member 3 of your' staff at the conclusion of the inspection.
Areas examined during the inspection included engineering and technical support
' activities.
Within these areas, the inspection consisted of selective
examination of procedures and representative records, interviews with
personnel, and observations by the NRC inspectors.
The inspection findings are
documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
This violation is described in paragraph 3.d
of the inspection report.
In accordance with Section V.A. of the NRC's
Enforcement Policy (10 CFR Part 2, Appendix C), no citation is being issued.

However, we request that you provide within 60 days of the date of this letter
a discussion of all facility drawing update efforts, together with the
schedule for completing these updates.
We have also examined actions you have taken with regard to a previously
identified inspection finding.
The status of this item is identified in
. paragraph 2 of the enclosed report.
Should you have any questions concerning this inspection, we will be pleased to
discuss them with you.
