Dear Mr. Davis:
This letter is in response to the inspection conducted by M.M.
Holzmer, R.M. Lerch and P.L. Eng of your office on February 4, 1987 through March 17, 1987, of activities at Zion Nuclear Power Station. The referenced letter indicated that certain activities appeared to be in noncompliance l
with NRC requirements. Commonwealth Edison Company's response to this l
violation is provided in the Attachment to this letter. As discussed in the l
Attachment, Commonwealth Edison Company does not believe-that a violation has occurred. However, in order to expedite the disposition of this matter, Commonwealth Edison will not contest this issue.

RESPONSE TO NOTICE OF VIOLATION j
i ITEM OF NONCOMPLIANCE l
As a result of the inspection conducted on February 4 through March 17, 1987, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the
]
following violation was identified:
1 Technical Specification 3.15.2.C requires that after one of the I
diesel generators (DG) for a unit is made or found to be inoperable, the operability of the remaining diesels shall be demonstrated immediately and daily thereafter.
Contrary to the above, on March 15, 1987, the 1B DG became j
inoperable and the operability of the remaining two DG's was not immediately demonstrated.
CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED i
The cause of the 1B D/G trip was traced to air leaks in the
{
non-safety related first-out annunciator system. These leaks would have been l
by-passed in the emergency mode of operation.
Thus, the design safety function of the D/G was never affected and the D/G was not inoperable.
This j
precludes a violation of Technical Specification 3.15.2.C.
However, this j
information was not obtc.ined in a timely manner.
l The air leaks were repaired and the 1B D/G was declared operable at 0820 on March 18, 1987.
The senior operating management individual responsible for the j
failure to recognize that the "1B" diesel generator trip rendered the j
component inoperable was counseled by the Station Manager regarding his error in judgement.
CORRECTIVE ACTION TO BE TAKEN TO AVOID FURTHER VIOLATION

A review of this event will be part of the " Required Reading" Material for all licensed individuals.
PT-11, " Diesel Generator Loading Test" will be revised to include monitoring of the first-out annunciator system pressure.

As discussed above, this violation is not the result of an actual component inoperability, but rather an excessive delay in the investigation of an equipment malfunction. As a result, all station duty officers will be made aware that conservative operation dictates that equipment be declared inoperable when operability status is in question.
DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED The corrective actions discussed above will be completed by July 15, 1987.
