This refers to the inspection conducted by Messrs. W. M. McNeill, M. E. Emerson, i

R. Wise, and includes followup on issues initially inspected in part by the late

Mr. D. P. Tomlinson. This inspection took place during the period

November 17-19 and April 20 through May 22, 1987, of activities authorized by

NRC Construction Permits CPPR-128 and CPPR-129 for the South Texas Project, i

Units 1 and 2, and to the discussion of the findings witi Mr. J. T. Westermeier  !

and other members of your staff during the course of the inspection.

Areas examined during the inspection included licensee actions on previous (

inspection findings, followup on allegations, SAFETEAM and the Nuclear i

Security Department. Within these areas, the inspection consisted of selective l

examination of procedures and representative records, interviews with personnel,

'

and observations by the NRC inspectors. The inspection findings are documented

in the enclosed inspection report. j

Within the scope of the inspection, no violations or deviations were

identified.

As noted above, we have examined actions you have taken with regard to

previously identified inspection findings. The status of these items is

identified in paragraph 2 of the enclosed report.
