COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)
DOCKET NOS. 50-445 AND 50-446 CONTAINMENT ISOLATION VALVE LEAKRATE TESTING Gentlemen:
L'e have performed a review of the CPSES containment isolation valve Type C leakrate testing program to verify compliance with requirements of 10CFR50 Appendix J.
As a result of this review we intend to revise FSAR Section 6.2 and the Technical Specification testing requirement for a number of valves.
These valves and the revised test requirements are shown in the attached marked up copy of FSAR Table 6.2.4-2.
The leakrate testing changes are of the following general categories:
1.
Valves which previously were not tested (per Note 2 of FSAR Table 6.2.4-2) but are now being tested in accordance with Appendix J Type C standard leakrate testing requirements (i.e., air testing).
2.
Valves which were previously not tested (per Notes 2 and 4 of FSAR Table 6.2.4-2) but are now being tested using alternate provisions of Appendix J Type C leakrate testing requirements (i.e., water testing per Note 3).
Details of the methodology used to determine maximum leakrates for water tested valves are provided on pages 13 and 14 of the attachment.
3.
Valves which were previously stem leakage checked (in lieu of Type C testing per Note 6 of FSAR Table 6.2.4-2) but are now tested using alternate provisions of Appendix J Type C leakrate testing requirements (i.e., water testing per Note 3).
4.
Local vent, drain and test connections which were previously listed as requiring Type C testing but which have now been determined not to require testing (per Note 8 of F5AR Table 6.2.4-2).
Specifically, these connections do not fall under any of the following Appendix J criteria which are used to determine when testing is required for PWRs:
a.
Valves that provide a direct connection between the inside and outside atmospheres of the primary reactor containment under normal operation; 89030 0

Valves that are required to close automatically upon receipt
.of a containment isolation signal; c.
Valves which are required te operate intermittently under post-accident conditions.
5.
Valves which were previously listed as requiring Type C testing but for which we are now seeking exemption from the testing requi.rements. ' The exemption' requests for these valves are being submitted by separate letter.
6.
The addition of three relief valves subject to Type C leakrate' testing.
7.
The deletion of two relief valves which were incorrectly included as containment isolation valves in a previous amendment.
8.
Reactor coolant pump seal injection valves which were previously listed as recuiring Type C testing but which do not fall under any of the Appencix J testing requirements (as listed in item 4 above) and thus do not. require. Type C testing.
These GDC 55 containment isolation valves (check valve inside containment and remote manual valve outside containment) are discussed in FSAR Section 6,2.4.1.3.
This valve configuration assures reliable flow to the seals under all conditions, including post-accident conditions. Additional post-accident considerations are provided in FSAR Table 6.2.4-2 Note 4.
The attached mark-up of Table 6.2.4-2 also contains the revised notes associated with the table. These revisions include:
minor changes to Notes 2 and 4, the increase in water test pressure in Note 3 from Pa to 1.1Pa (in accordance w'ith Appendix J requirements),
the deletion of Note 6 (stem leakage measurements in lieu of Type C testing will no longer be performed as per item 3 above),
the revision of Note 8 so that it clearly indicates that Type C testing is not required for local vent, drain and test connections (since they do not f all under the Appendix J test requirements as listed under item 4 above), and, the addition of Note 9 indicating that the valves (per item 5 above) are expected to be exempted from testing.

.i The above changes to the FSAR, and any changes to related FSAR sections, (including specific line-by-line justifications) will be submitted in an upcoming FSAR amendment.

4 Attachment to TXX-89104 February 28, 1989 Page 13 of 14 ECCS CONTAINMENT ISOLATION VALVE WATER SEAL CALCULATION METHODOLOGY Calculations will be performed for motor operated gate valves and check valves serving as containment isolation valves.
For each ECCS line, a conservative containment break location is postulated (i.e., immediately upstream of the most inboard pressure boundary check valve).
For each penetration, the volume of water in the piping downstream of the break location will be calculated to determine the effective water seal.
The volume calculated will conservatively not take credit for the water volume in the horizontal leg in which the inboard RCS pressure boundary check valve is located nor the horizontal leg containing the containment isolation valve.
See attached sketch of a typical penetration showing relative elevations, break location, pressure boundary check valve, inboard isolation check valve, outboard isolation valve and the intervening piping.
i The maximum allowable leakrate for each valve will be determined by dividing the calculated water seal volume by 30 days.
This will provide a maximum leakrate which will assure that a 30 day post-accident water seal exists on each valve per Appendix J requirements.
In cases where more than one valve share the same seal water volume, the I
calculated leakrate will be determine using the combined valve leakage under the assumption that both valves leak at their maximum rates in order to provide conservative limits.
