Letter of Understanding-Security Measures for New Construction In October, OPPD begins the first of three major construction projects.
The three buildings, Maintenance Shop addition, Chemical and Radiation Protection (C&RP)-locker room addition, and Rad Waste Processing addition will all be inside the protected area (P.A.) boundary.
This construction period will last until sometime in late 1989.
The purpose of this letter is to outline OPPD's understanding of telephone dis-cussion held on Tuesday and Wednesday, July 28 and 29, 1987, between Region IV i
security personnel and Fort Calhoun Station (FCS) security personnel.
The dis-cussion addressed the concept and specific plans to "rubberband" the Protected Area (P.A.) boundary to allow construction of the new Maintclance Shop addition outside the P. A. during the day and move the P. A. boundary back to the normal configuration at night.
During the daytime construction period the P.A. boundary will be as indicated on the attached drawing. Compensatory positions will be posted as necessary to maintain the functions of detection and assessment..The construction area will be searched prior to rubberbanding the P.A. boundary back out to the fence line. The Maintenance Shop will be expanded by constructing an addition which will extend 70 feet further north of the existing building. The entire interior of the existing shop will be remodeled.
The P.A. boundary will be 9 gauge chain link fence at least 8 feet high, with barbed wire outriggers except where the boundary runs through the building.
Inside the building, the barrier will be the building walls or chain link fence fabric or a combination of both.
Maintenance work will be performed in the small warehouse which will be included in the P.A. as shown on the attached drawing.
This area will also be covered by compensatory posts.
The placement of these manned positions as shown on the drawing is approximate. Actual placement will be determined by FCS security to ensure adequate detection and assessment capability.

'R. L Bangart LIC-87-574 Page 2 In addition to the Maintenance Building addition, a new C&RP-locker room and Radwaste Processing Facility will also be built. OPPD proposes using a similar security concept for those projects. OPPD security and licensing personnel will brief Region IV security personnel on the specifics of those projects as soon as it is feasible.
The Site Security Plan will be revised to show the new' building and fence configurations when each project is complete.
