This' refers to the Oversight Team Inspection conducted by

Mr.. J. ~W. McCormick-Barger and others on June 15 through 19, 1987, of.

activities at the Clinton Power Station (CPS) authorized by NRC Operating

License No. NPF-62 and to the discussion of our findings with you and other

members of.your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

'the inspection. Within these areas, the inspection consisted of a selective

.!

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection. The team performed an in depth review of CPS programs for:

(1)

identifying, reporting,' analyzing, and correcting reportable events; (2)

~

reviewing and taking action on problems identified at other facilities; and

(3) monitoring performance and providing feedback recommendations for plant

improvement.

From this review, the team concluded that your facility has

the programs in place to identify potential material, personnel, and admin-

istrative weaknesses that may exist.

In addition, the team's review of the

implementation of these programs, revealed generally conservative approaches-

to corrective actions and/or recommendations and an adequate program for

tracking these items to assure appropriate followup. Although many of the

programs reviewed are new and therefore, not yet completely effective,. the

inspection team expects that effective implementation of these programs will

result in improved plant performance.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this. letter and the enclosure will be placed in the NRC Public Document Room.
