NOTICE OF DEVIATION

(NRC INSPECTION REPORT NOS. 50-259/87-30, 50-260/87-30, and
50-296/87-30)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
l
G. L. Paulk on August 1 - 31, 1987.
The inspection included a review of
,
activities authorized for your Browns Ferry facility. At the conclusion of the
inspection, the findings were discussed with those members of your staff
identified in the enclosed inspection report.
Areas examined during the inspection included operational safety, maintenance
l
observation, surveillance testing observation, reportable occurrences, action
on previous enforcement matters, Surveillance Instruction upgrade program,
Restart Test Program, Employee Concerns Program, Restart Review Board, FSAR
,
updates and facility modifications.
Within these areas, the inspection
consisted of selective examinations of procedures and representative records,
interviews with personnel, and observation of activities in progress.
The inspection revealed no violations of NRC requirements.
However, certain
activities appeared to deviate from your letter to the NRC's Region II Admin-
istrator dated May 20, 1986. The deviation and elements to be included in your
response are described in the enclosed Notice of Deviation.
Your attention is invited to an Unresolved Item identified in paragraph 8 of
the inspection report regarding the adequacy of an LER (Licensee Event Report)
on the Control Room Emergency Ventilation System.
LER 50-259/87014 lacks
sufficient detail for us to properly assess the safety consequences of this
,
l
occurrence.
Please provide a revised LER within 30 days addressing the
deficiencies noted in this report along with any additional information deemed
appropriate.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosures
will be placed in the NRC Public Document Room.
The responses directed by this letter and the enclosures are not subject to the
clearance procedures of the Office of Management and Budget issued under the
Paperwork Reduction Act of 1980, PL 96-511.
