Figures 1 and 2 of the electrical control. schematic diagram for the " Accumulator Tank 1 Outlet Isolation Valve MO 8808A" (Scheme #AB2510) are provided on Pages 3 and 4 of this attachment. These figures illustrate the operation of the combination valve control switch / lockout switch as it will function upon installation. Referring to Figure 2, the switch has a normal, open, and close position with a spring return to normal. The switch handle is rotated clockwise to 1 open the valve and counterclockwise to close the valve. When the valve is fully open, a red indicating light is lit. When the valve is fully closed, a green indicating light is lit. The valve switch is placed in i lockout by pulling out on the handle when in the normal position. Once in lockout, the handle cannot be rotated in either direction. Referring to Figure 1, pulling out the control switch (42-2510) to the lockout position opens contact between F1 and F12 and between F7 and F6. 6 This deenergizes the open and close control circuitry and electrically prevents valve movement (in addition to the mechankcal restriction of the handle when in lockout). Information Request #2 Provide a description of the proceduro you intend to use to accomplish the' proposed surveillance requirement (4.5.1.C) to verify that power to the isolation valves operator is disconnected. This is the procedure that would involve the use of the lockout feature on the accumulator isolation valve control room switches.
Response
Trojan Nuclear Plant Periodic Operating Test POT-2-3, Emergency Core Cooling System (ECCS) Valve In-Service Test, is the procedure which will be used to accomplish the proposed surveillance requirement (Trojan Technical Specification 4.5.1.C). This POT provides instructions for j performing monthly valve positions and breaker and power lockout switch positions during Modes 1-4 for those ECCS valvec listed on data shoots attached to the procedure. The accumulator isolation valves, MO 8808A-D,

The data sheet will require two checks for each isolation valve. The first will verify that the valve is in the open position when Reactor Coolant System pressure is greater than 1000 psig by checking control room indication.
