Response to Inspection Report 88-30

During NRC Inspection 88-30, conducted November 14-18, 1988, it was identified

that the Continuous Iodine Sampling System for the Condenser Off-Gas System may

not provide a representative sample for iodines being released to the

l

environment.

In Inspection Report 88-30, dated December 22, 1988, the NRC

requested that GPUN respond to this concern. This letter provides a

'

preliminary response.

Preliminary review of the condenser off-gas effluent charcoal cartridge results

indicate that there is an error in the determination of iodine concentration.

This was concluded by: (1) performing tests on weekly iodine samples subsequent

to November 18, 1988, and (2) determining that moisture has infiltrated the

sampling medium and decreased the system's sampling efficiency. As a result of

item (2), the sample has not been of the expected geometry, therefore,

additional error has been introduced in the counting methodology used. The

effect of the errors in the sampling system is minimal; conservatively,

preliminary evaluation has shown the revised offsite consequences to be less

than 0.05% of the NRC and TMI-1 Technical Specifications limits for gaseous

effluents.

Upon evaluation of the sampling system, the lack of temperatures above the dew

point throughout the system appears to be the reason that moisture is able to

infiltrate the sample. The present sampling system is heat traced on the

sample line only. The sample holder itself and the down stream sample line are

'

not heat traced. This has allowed the sampled air to condense in the sample

holder which is at ambient temperature and thus affect the charcoal filter

sample efficiency. The solution to this problem appears to be to provide an

adequate heat traced system. This would allow the sample to be representative

in that all condenser off gas effluent iodine in the sample would be captured

in the iodine cartridge and be captured in a manner consistent with the current

counting methodology.

Past condenser off gas sample results will be corrected as necessary based on

evaluation and further testing of the current samp1k; system.

This may

require corrections of effluent data from TMI-1 start-up in October 1985 until

the time samples are representative. We expect to be able to determine the

appropriate corrections by April 30. This will allow ample time to collect

sufficient sample data and establish an appropriate counting system geometry to

determine potential errors.

We will provide the final results of our review of this issue, including any

changes to previously submitted reports, and final corrective actions by

June 30, 1989.
