QA Plan Fuel Shipment Docket No.'50-139 University of Washington Nuclear Engineering Laboratories Quality Assurance Plan for Shipping Fuel This plan is for shipping Irradiated, low level Irradiated and unirradiated SNM Materials from the University of Washington to DOE approved sites.

The licensee wilI not design, purchase, fabricate, repair or modify any shipping containers.

PROCUREMENT OF SHIPPING CONTAINERS Shipping containers to be used wilI have current NRC Certificate of Comp i lance or a DOT container approva l.

Conta iner w i l l be either rented from an owner or provided by DOE contractor.

DOCUMENT CONTROL Documents such as instructions, procedures, and drawings wil l be reviewed and signed by the Director prior to their use.

The procedures wilI be reviewed by the University of Washington Reac1or Advisory Committee prior to starting shipments. Subsequent revisions that do not change the basic intent of the procedure wilI be rev iewed and aprroved by the Director prior to implementation.

February'13,:1989' QA Plan Fuel Shipment Docket No. 50-139 INTERNAL INSPECTION Inspection of the activities rel ated to f uel-shipment to verify conformance to the instructions, procedures, and drawings may be made either by the Olrector of the Nuclear. Engineering Laboratories or the Radiation Safety Officer.

TEST CONTROL The on ! y non-routine test that wil I be requ ired is a l eak test of

- the GE 200 cask af ter it is loaded and closed. A procedure wil I be written and foi lowed in performing thic test.

CONTROL OF MEASURING AND TEST EQUlPMENT Measuring and test equipment wilI be checked for proper operation prior to use. Tests and measurements wil I be performed using written procedures.- Survey meters wilI be calibrated at the Northwest Reg iona l Ca l ibrat ion Fac il ity. Counting equ ipment for swipes wil l be calibrated by use of NBS traceab le sources.

HANDLING, STORAGE AND SHIPPING CONTROL Hand l ing, storage and shipping control wil I be performed with procedures provided by the cask (container) supplier.

Where appropriate the procedures wil I be rev ! sed to cover our operation.

General Electric procedures or General Electric procedures revised for the University of Washington wil I be foi lowed for the GE Model 200 cask. These procedures would be for opening empty cask, inspection of gasket, loading and closing cask, and leak testing.

Procedure f or qualif ying the container for shipping unirradiated f uel can be verified using data f rom suppl ier and the DOT specifications.

INSPECTION, TEST AND OPERATING STATUS Inspection and testing of the shipping container to determine its operating status wilI f ol Iow the appropriate procedure.

The appropriate checkof f form wil I be comp l eted during the inspection and testing.

NONCONFORMING MATERIALS, PARTS OR COMPONENTS

The same parts or components that come with the cask wilI be used f or reassemb l y.

Necessary repairs w!I I be performed by the owner of.the shipping containsr.

Replacement parts such as a damaged gasket for the GE 200 cask will be obtained from GE.

CORRECTI VE ACTIONS Al l check l ists wil l be compl eted and reviewed and procedures confirmed before any fuel is. shipped.

Any deficiency, defective material or equ ipment, dev iations, or nonconformancos wil I be documented and corrected before shipment wilI be made.

QUALITY ASSURANCE' RECORDS Written-procedures, checklists, equipment 'llsts, drawings, radiological survey data and shipping papers wil I be retained by the Nuclecr Engineering Laboratories.

AUDITS Audits of the shipping activities wili be performed against the written procedures and check l ists to determine the ef f ectiveness of the Q.A. program for shipptr.g SNM material. Corrective actions wil I be taken for any deficiencies found and fol Iow up audits performed on the deficient items.
