By letter dated November 21, 1988, the licensee proposed to amend Technicel Specification C.5.1.2 by adding the Nanager Nuclear Plant Engineering Wolf Creek as br. accitional nember of the PSRC.
EVALUATION The proposed arendment tc chbr,ge Technical Specification. 6.5.1.2 will acc the Manager huclur Plant Engineering Wolf Creek to the PSRC. The proposed change provides accitior.61 design engineering expertise to the PSRC. This change involves tre eriharictrnent to the PSRC 6nd thtrefore has no adverse effect on plant equiprtent or the technical qualifications of plant personnel.

Based on the staff's review of that submittel, we find it acceptable.
Ei'VIR0htlENTAL CONS!DERATION The amencment ir.velves a change in administrative requirements. The Comission has previously issued a proposed fincing that the amendment involves no significant hazards consideration 6r.c there has been r.c public ccrrrent on such finding.
Accordingly, the amendrent meets the eligibility criteria for categorical exclusionSt.tforthin10CFRSection51.22(c)(10).

l* CONCLUSION The staff has concluded, based on the considerations discussed above, that:
(1) there is reescncLle essurance that the health and safety of the will r,ct be endangered by opercticn it, the picptsed manner, and (2) public such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendment will not be inimical to the common defense and security or it the health and s6fety of the public.
