Docket No. 50-482: Revision to Technical Specification 6.5.1.2 - Plant Saf ety Review Comittee Composition Gentlen.ent The purpose of this letter is to transmit an application for amendment to Facility Operating License No. NPF-42 for Wolf Creek Generating Station, Unit No. 1. This license amendment request proposes revising Technicti Specification 6.5.1.2 Plant Safety Review Committee Composition to add the Manager Nuclear Plant Engineering Wolf Creek as an additional member of the committee.

A complete Safety Evaluation and Significant Hazards Consideration determination are provided as Attachments I and II respectively. The proposed change to the Technical Specification is provided in Attachment III.

In accordance with 10 CFR 50.91, a copy of this application with attachments is i

being provided to the designated Kansas state official. Enclosed is a checic

(No. 033555) for the $150.00 application fee requirod by 10 CFR 170.21.

The proposed revision to the Wolf Creek Generating station Technical Specifications will be fully implemented within 30 days of formal Nuclear Regulatory Comission approval.

November 21, 1988 SAFETY EVALUATION This amendment request revises Wolf Creek Generating Station (WCGS) Unit No. 1 Technical Specification Section 6.5.1.2, Plant Safety Review Committee composition, to add the Manager Nuclear Plant Engineering Wolf Creek as a committee member. The proposed change provides additional design engineering expertise on the Plant Safety Review Committ6e (PSRC).

The proposed revision coes not increase the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety evaluated previously in the Safety Analysis Report. This change involves an enhancement to the PSRC and therefore has no adverse effect on plant equipment or the technical qualification of plant personnel.

The proposed revision does not create the possibility for an accident or l malfunction of a different type than any evaluated previously in the Safety Analysis Report. This change involves the addition of a qualified member to the PSRC and as such, does not involve any changes to plant systems.

The proposed revision does not reduce the margin of safety as defined in the basis for any technical specification. This revision does not involve any changes in organizational commitments. Organizational enhancements alone do not reduce any margin of safety.

Based on the above discussiens and the considerations presented in Attachment II, the proposed revision to the VCGS Technical Specifications does not increase the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the Safety Analysis Reports or create the possibility for an accident or malfunction of a different type than any previously evaluated in the Safety Analysis Reports or reduce the margin of safety as defined in the basis for any technical specification. Therefore, the proposed tevision does not adversely affect or endanger the health or safety of the general public or involve a significant safety hazard, f P

L ADDEESSING TME STANDARDS OF 10 CFR 50.92 This license amendment request proposes to revise Technical Specification l 6.5.1.2 Plant Safety Review Committee Composition, to add the Hanager Nucisar Plant Engineering Wolf Creek as a committee member. The following sections discuss the proposed change under the three 10 CTR 50.92 standards: ,

P s.andard 1 - Involve a significant increase in the probability or conesquences l of an accident previously evaluated. l This license twendment request adds the Manager Nuclear Plant Engineering Wolf Creek as a Plant Safety Review Committee (PSRC) member. This change will i provide additional design engineering expertise available to the PSRC. This  ;

change does not involve any modifications to plant equipment or procedures. ,

Therefore, this licenes amendment request does not involve a significant increase in the probability or consequences of an accident previously evaluated. ,

i standard 2 - Create the possibility of a new or dif ferent kind of accident from l any accident previously evaluated. .

This license emendment request does not introduce any new methods of plant operation or involve the physical alteration of the plant or any plant equipment. Therefore, this license amendment requast does not create the possibility of a new or different kind of accident from any accident previously evaluated.

Stendard 3 - Involve a significant reduction in a margin of safety.

l The addition of the Manager Nuclear Plant Engineering Wolf Creek to the PSRC  !

membership constitutes an administrative change which enhances the PSRC. This  ;

change will not effect any existing design limits or safety criteria.  !

Therefore, this change does not reduce the margin of safety.

Based on the above discussions and those presented in Attachment I, it has been ,

det e rmined that the requerted technical specification revision does not involve a significant increase in tne probability or consequences of an accident or i other adverse condition over previous avaluations: or create the possibility of  :
