RELIEF FROM ASME SECTION XI NYDR0 STATIC TESTING SCHEDULE REQUIREMENTS, FORT CALHOUN STATION, UNIT 1 (TAC 66097)'
By. letter dated August 19,19E7, Omaha Public Power District (OPPD) requested relief from the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code),Section XI, " Rules for Inservice Inspection of Nuclear Power Plant Components" 1980 Edition with. addenda through Winter 1980. The specific' relief being sought was from the scheduling requirement for system hydrostatic tests of ASME Class 1, 2, and 3 systems. The Code requires that the syster hydrostatic tests be performed at, or near, the end of
.each ten-year inspection interval for Class 1, 2, and 3 systems or, optiontily for Class 2 and 3 systems, during the same inspection period (as defined by Inspction Program B) of each inspection interval. OPPD requested that some of the hydrostatic tests be performed at earlier periods during the inspection interval. The basis for the request was that the hydrostatic test schedule fcr j
the Fort Calhoun Station requires that most of these tests be performed during i
the last inspection period. The schedule for this period rlso includes other major activities such as the reactor vessel core barrel inspection and the reactor vessel automated ultrasonic examination. The combination of the activities during the last period would necessitate a long and intensive outage.
The movement of some of the Class 1, 2, and 3 hydrostatic tests to earlier periods in the inspection interval would diminish the workload impact at the end of the interval.
The Commission has reviewed the OPPD request and supporting information that was provided.- The schedule for the hydrostatic tests proposed by OPPD represents an acceptable alternative to the ASME Code-requirements provided that, once a test for a particular system is performed in an earlier period, it shall not be subsequently changed to a later period in the following inspection intervals. This alternative would not increase the time period between system' hydrostatic tests, decrease the surveillance for system structural integrity, or decrease system reliability.
