INSPECTION NOS. 50-327/87-57; 50-328/87-57

Enclosed is the inspection report of the inspection conducted by Mr. G. T.

Hubbard on August 17-21, 1987 at the Sequoyah Nuclear Plant (SON) of activities

authorized by NRC Licenses Nos. OPR-77 and DPR-79. The inspection findings

were discussed with L. M. Nobles and other members of your staff on August 21,

1987.

The inspection was a continuation of the equipment qualification (EQ)

inspections conducted by the NRC to review SQN's compliance with 10 CFR 50.49

,

prior to restart. The inspection focused on activities completed since the

j

last EQ inspection conducted on April 6-10, 1987. Within these areas, the

)

inspection consisted of examination of selected procedures and records,

i

interviews with personnel and observations by the inspector.

This inspection identified no deficiencies in the SON implementation of a

program to meet the requirements of 10 CFR 50.49. Based on the inspectors'

reviews and evaluations, Inspection Follow-up Items 50-327,328/87-22-02

,

and -03 were closed. Details of the inspection are discussed in the enclosed

inspection report.

While no deficiencies were identified and the follow-up items were closed, SON

still has to complete a few activities, including the Replacement Item Project

(RIP), before compliance with 10 CFR 50.49 is attained.

Since RIP is the

subject of separate NRC inspection activities, it is not addressed in this

report. With regard to fieldwork, TVA needs to formally notify the NRC when

l

Unit 2 EQ fieldwork is completed (Unit I notification is also required).

This

notification is the last remaining confinnatory item identified in the draft

SON E0 safety evaluation transmitted to TVA on December 5,1986.
