SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO.19 TO FACILITY OPERATING LICENSE NO. NPF-62 ILLIN0IS POWER COMPANY, ET AL.

CLINTON POWER STATION, UNIT 1 DOCKET NO. 50-461

1.0 INTRODUCTION

By letter dated October 30, 1987, as supplemented December 21, 1988, the Illinois Power Company, et al., the licensees, submitted a Proposed Amendment to Facility Operating License No. NPF-62 for the Clinton Power Station. The proposed amendment included 24 miscellaneous Technical Specifications (TS) change packages.

Four of these packages (Nos. 15, 16, 17, and 18) are further discussed in Section 2.0.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on January 27, 1988 (53 FR 2317 and 53 FR 2318). No requests for hearing and no public comments were received.

2.0 DISCUSSION AND EVALUATION The following are descriptions and evaluations of each of the four TS change packages for Clinton Power Station.

None of these changes involve physical modifications to the facilities.

l Description of Change: Technical Specifications, Page 6-4 The proposed change would modify Figure 6.2.2-1, " Unit Onsite Organization" to delete asterisks used to indicate qualification requirements for various i

unit staff personnel. Additionally, the positions of Director - Plant Maintenance and Assistant Manager - Startup have been deleted due to company organizational restructuring.

Evaluation The original figure contains asterisks which indicate that the position requires an SR0 license next to the following positions: Assistant Manager - Plant Operations, Supervisor - Plant Operations, and Director -

Plant Technical. These asterisks are being removed from the figure because the qualification requirements for personnel are also contained in 8903030248 890222 PDR ADOCK O'5000461 P

I l Technical Specification 6.3, " Unit Staff Qualifications," and in Chapter 13 of the FSAR; therefore, the asterisks are considered redundant.

A reorganizational restructuring of Illinois Power Company has eliminated the positions of Director - Plant Maintenance and Assistant Manager - Startup.

Clinton has l

completed initial Startup activities, and the Assistant Manager - Maintenance will now have the Supervisors of Mechanical, C&I, and Electrical Maintenance all report directly to him.

These proposed changes are administrative in nature and do not impact the accident analysis, create the possibility of a new or different kind of accident, or involve a significant reduction in the margin of i

safety. Therefore the staff has determined that the proposed changes are j

acceptable.

Description of Change: Technical Specifications, Pages 6-3 and 6-7 l

Figure 6.2.1-1 on page 6-3 would be modified to change the title from Director -

)

Nuclear Training to Manager - Nuclear Training. Additionally, the box under l

the titic Manager - Scheduling and Outage Management would be changed from j

" Operations" to " Staff." Section 6.3.1 on page 6-7 would be changed to delete the exception to ANSI /ANS 3.1-1978 for the Supervisor of Control and l

Instrumentation, delete the reference to the Radiation Protection Supervisor, and delete the sentence committing to meet or exceed the requirements contained

in a March 28, 1980 letter issued by the NRC to all licensees. Section 6.4 on l

page 6-7 would be changed to rename the title Director Nuclear Training to Manager - Nuclear Training, delete the reference to meet the recommendations of

Section 5.5 of ANSI /ANS 3.1-1978, delete the reference to meet the recommendations l

of Appendix A to 10 CFR Part 55, and delete all reference to text contained in the March 28, 1980 letter issued by the NRC to all licensees.

Evaluation All of these changes are administrative in nature.

On page 6-3, Figure 6.2.1-1, the title of Director - Nuclear Training is being upgraded to Manager - Nuclear Training to conform with the titles of all other positions in the figure that l

also report to the Manager - Nuclear Program Coordination. Similarly, the box under the Manager - Scheduling and Outage Management is being changed to read

" staff" instead of " operations" to conform with the labels under all other manager positions.

On page 6-7, Specification 6.3 is being revised to delete the exception to l

ANSI /ANS 3.1-1978 qualification requirements that had previously been granted I

for the Supervisor of Control and Instrumentation since he now meets these qualifications.

Similarly, the exception for the Radiation Protection Supervisor is no longer applicable since such a title no longer exists.

During the licensing process, the title of this individual was changed from Radiation Protection Supervisor to Director - Radiation Protection. Although the new title was incorporated into this specification, the old title was not previously deleted. Similarly, i

Specification 6.4.1 is being revised to change the title from Director - Nuclear Training to Manager - Nuclear Training as noted above. Also on page 6-7, Specifications 6.3 and 6.4 are being revised to delete the references to the

old operator license requalification requirements and guidance contained in Section 5.5 of ANSI /ANS 3.1-1978, the March 28, 1980 letter issued by 4 t 1RC to all licensees, and the familiarization with relevant industry operational experience. This materici can be deleted from the Technical Specifications since the retained requirement to comply with 10 CFR Part 55 is identical. On March 25, 1987, the Commission published a final revision to 10 CFR Part 55.

Section 55.59 of this regulation describes the Commission's requalification training requirements, which incorporated all of the relevant material contained in the NRC's March 28, 1980 letter. Therefore, additional reference within the Technical Specifications is inappropriate.

These proposed changes do not impact the accident analysis, create the possibility of a new or different kind of accident, or involve a significant reduction in the margin of safety; and are therefore considered acceptable by the staff.

Description of Change: Technical Specifications, Page 6-15 The proposed change replaces the words " Power Plant Manager" with the words

" Manager - Clinton Power Station or the responsible manager" in specifications 6.8.2 and 6.8.3.c.

Evaluation The change in wording is proposed because Technical Specifications 6.8.2 and 6.8.3.c describe the requirements for approval of procedures listed in Specification 6.8.1.

However, not all procedures referenced in TS 6.8.1 are l

Plant Staff procedures. Some procedures are associated with support organizations or programs for which managers other than the Plant Managet are directly I

responsible.

Because the Power Plant Manager has overall responsibility for operation of the facility, his signature for concurrence, as a minimum, would i

still be required. However, the approval signature would be to the wording

" Manager - Clinton Power Station or the responsible manager," which was chosen i

to ensure that the appropriate level of raanagement would approve procedures, and that future licensee organizational changes would not affect the level of management required for approval of procedures. The proposed change is administrative in nature.

The proposed change does not impact the accident analysis, create the possibility of a new or different kind of accident, or involve a significant reduction in the margin of safety; and is therefore considered acceptable by the staff.

Description of Change: Technical Specifications, Page 6-21 This proposed change to Specification 6.9.1.8 would change the addressee for the monthly operating reports submitted to the NRC from Director, Office of Resource Management to the Document Control Desk.

Evaluation On November 6,1986, the NRC modified the requirements of 10 CFR 50.4 to specify that all reports submitted to the NRC be addressed to the NRC Document Control Desk. This change brings the Technical Specifications into compliance with the current regulatory requirements and is therefore acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

The amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10CFRSection51.22(c)(10). Pursuantto10CFR51.22(b),no environmental impact statement or environmental assessment need be i

prepared in connection with the issuance of the amendment.

4.0 CONCLUSION

)

The staff has further concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner; and (2) such activities will be conducted in compliance will not be inimical to the common defense and security or the health and safety of the public.
