REQUALIFICATION PROGRAM EVALUATION REPORT NO. 50-352/88-21(0L)

. Gentlemen:

During the week of November 28, 1988, the NRC conducted a requalification

program evaluation at the Limerick Generating Station. The evaluation was

conducted in accordance with draft Revision 5 to NUREG-1021, Operator Licensing

Examiner Standards, ES-601, " Administration of NRC Requalification Program

Evaluations." The evaluation had two purposes:

(1) to evaluate individual

operator competency, and (2) to evaluate the effectiveness of the licensed

operator requalification training program at Limerick. At the conclusion of

the examination, generic findings were discussed with those members of your

staff identified in the enclosed report.

As a result of this evaluation, the Limerick requalification program has

been rated as satisfactory. One of the reactor operators failed the

simulator portion of the examination. All operators passed the written and

walk-through portion of the examination.

Based on your staff's grading,

the same reactor operator (as failed by the NRC) failed the simulator

portion of the operating exam.

Your attention is directed to paragraph 2.2.b which identifies requalification

program weaknesses. This information is being provided to aid in upgrading the

program.

No licensee response is necessary.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosure will be placed in the NRC Public Document

Room.
