MCGUIRE hbCLEAR STATION UNIT 2 - BULLETIN 88-02, FATIGUE CRACKS IN STEAM GENERATOR TUBES The NRC staff has completed review of your actions to resolve NRC Bulletin 88-02, l " Rapidly Propagating Fatigue Cracks in Steam Generator Tubes" for McGuire Unit

2. These actions are identified in your letters dated March 24, April 25, June 10, August 15, and October 6, 1988. -

Our Safety Evaluation Report is enclosed. The SER includes an attachment j containing proprietary information and should be withheld from public disclosure. A non-proprietary version of the attachment is also included which contains the same information except for the exclusion of proprietary information.

We find that your actions taken for McGuire Unit 2 fully resolve the issues identified in the bulletin and are acceptable. This finding is subject to adoption of additional administrative controls as described in the conclusions of the enclosed SER.

Based on the satisfactory resolution of the bulletin issues, you may, at your option, terminate your commitment to the enhanced leak rate monitoring program described in the June 10, 1988 submittal for McGuire Unit 2. Nevertheless, we encourage you to review the leak rate monitoring procedures to ensure the continued effectiveness of these procedures for the timely detection, .

monitoring, and trending of rapidly increasing leak rates.

Our review of your recent response for McGuire Unit 1 is in process and will be addressed separately upon completion. Should you have questions, contact D. Hood at (301) 492-1442.
