Dear Mr. Chairman:

On May 5, 1987 I advised you by letter that the NRC would retain either another agency's inspector general or a special counsel to review three issues of concern relating to the Comanche Peak plant, communications with the Tennessee Valley Authority, and the unauthorized disclosure of an internal NRC document to a utility.

Through the good offices of the President's Council on Integrity and Efficiency -- and in particular of its Vice-Chairman, Richard Kusserow, to whom we are deeply indebted -- a candidate of outstanding credentials j

has been identified.

l Mr. David Williams, Director of the Office of Special Investigations of the General Accounting Office has indicated I

he would be willing to undertake the review the Commission is contemplating.

Because of the special relationship between the GA0 and the Legislative Branch, however, authorization from a Member of Congress is required for Mr. Williams to assume this task.

The purpose of this letter, therefore, is to respectfully request that you ask the Comptroller General to i

permit Mr. Williams to accept this special assignment.

Commissioner Roberts did not participate in this action.
