4 EPIP 6.6 ion 0 09-16-87 OPERATIONS SUPPORT CENTER ACTIVATION & OPERATION 1.0 PURPOSE 1.1 To provide instructions for the activation of the operations support center after the declaration of a Site Emergency or General Emergency.

1.2 To delineate responsibilities of key personnel manning the operations support center.

1.3 To provide guidance for accomplishing the objectives of the operations support center, which are to:

1.3.1 Provide a staging area to brief oncoming control room personne7 1.3.2 Provide a coordination area for nonshift personnel to conduct site fire fighting procedures.

1.3.3 Coordinate the dispatch of maintenance and operations personnel to areas requiring their support.

1.3.4 Coordinate plant searches for missing persons or security breaches.

2.0 ACTIVATION OF THE OPERATIONS SUPPORT CENTER (Maintenance Supervisor)

3.1.3 Ensure that inplant dose rate status is maintained on the plant floor plan display. Data may be obtained from the RMS, plant survey teams and HP monitoring of maintenance and operations activities.

3.1.4 Direct reentry teams as necessary. ensuring team status forms (EPIP-6.6b)'are initiated prior.to team dispatch.

3.1.5 Ensure any changes in plant status that affect OSC operatiens arce relayed to Osc personnel.

3.1.6 Ensure a radio communicator, who understands appropriate radio communication and operation, is appointed. Ensure radio communicator is utilizing repeet-back philosophy and appropriately indicating " drill" when applicable.

3.1.7 Ensure that the plant operations manager is routinely infomed of team status.

Form EPIP-6.6b, " Team Status" should be used to assist in this effort.

Page 3 3.2 Shift Support Coordinator 3.2.1 Assume responsibility for coordinating and dispatching fire fighting teams as required. Aid the maintenance super-visor in formalizing the transfer of team control from the control room by using EPIP-6.6a, "0SC Activation Checklist."

3.2.2 Coordinate emergency support personnel assigned to the plant operations group.

3.2.3 Assist the maintenance supervisor and plant operations manager in keeping OSC/TSC personnel aware of plant status.

3.2.4 Provide support in analyzing plant conditions and equipment operations.

3.2.5 Coordinate the dispatch of operations teams with the maintenance supervisor as required.

3.3 Training Supervisor 3.3.1 Coordinate with the maintenance supervisor and shift support coordinator to ensure reentry team members are properly qualified (first aid, Scott Air-Pak, search and rescue, reentry, etc.) to perform their assigned tasks.

3.3.2' Provide training in support of the emergency response as required.

3.4 Health Physics Supervisor / Technicians 3.4.1 Assure implementation of EPIP 7.2.2, " Activation of Chemistry

& Health Physics Facilities at Technical Support Center /

Operations Support Center" in conjunction with EPIP 7.1.1,

This checklist'should be completed by the maintenance supervisor or his designee to prepare for formal activation of the operations support center.

Initials Time Physical setup complete (See suggested arrangement on.6-1)

Telephones installed (See Attachment 6.6-1) and operability verified by observed dial tone.

Note exceptions:

Emergency Plan Implementing Procedures (EPIPs), Emergency Plan Procedures (EPs), Operating Procedures (ops), Emergency Operating Procedures (EOPs) are available.

Paper and pens distributed to work tables.

The following personnel have reported or are available on site:

Shift support coordinator Training supervisor Health physics supervisor / technicians Radiochemical supervisor / technicians Radio base station verified operational by radio test.

Briefing on plant status from POM/TSM received and copies of EPIP-04, reflecting current status are available.

Following satisfaction of the J.tems above, contact the DSS and formally assume responsibility for each of the following:
