REQUEST'FOR ADDITIONAL INFORMATION - GRAND GULF NUCLEAR STATION (GGNS), UNIT 1 (TAC NO. 71903)
By letter dated January 26, 1989, System Energy Resources, Inc., requested a review of its proposed changes to Technical Specifications (TS) to provide one-time exceptions to TS 3.0.4 for certain activities scheduled during the third refueling outage. The NRC staff is reviewing this submittal and finds that additional information is needed. The request for additional information is enclosed.
In order to support our review schedule, you are requested to respond to the enclosed request by February 24, 1989.
This matter was discussed with your representatives by telephone on February 17, 1989.
The reporting and/or recordkeeping requirements of this letter affect fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511.

The application requesting one-time exceptions to GGNS-1 Technical Specification 3.0.4 for Operational Conditions 4 and 5 and for special conditions for use during the third refueling outage are unnecessarily I
broad in scope, as discussed in our February 14, 1989 meeting with you.
Provide a revision to the proposed TS changes that will reduce the scope of the exceptions to the maintenance and testing activities scheduled for I
the third refueling outage. Provide a chart showing the scheduled dCtivities, TS operational conditions and ECCS systems and shutdown cooling system that will be operable, functional, and operating similar to the charts presented on two slides in the February 14, 1989 meeting.
Describe each activity for which an exception is requested including the length of time for performing the activity.

The safety analyses for some exceptions do not provide the reasons why granting the exception would provide an acceptable level of safety. For example, entering the low water level special condition in Operational l
Condition 5 involves draining the reactor cavity.
If outage activities at that time have a potential for draining the reactor vessel, clarify why the requested exception to meeting the requirements in the Limiting Conditions for Operation of ECCS pumps is acceptable. Provide the reasons why granting each exception is considered to provide an acceptable level of safety. Conclusions without bases are inadequate.
For example, in the application, Section C.c., "TS 3.5.3," it is concluded " continued plant operation is allowed, with an alternate indication source, without a loss in safety." Reference to a detailed safety analysis in another application is acceptable provided the main reasons for the conclusion are summarized.
