l I agree that the NU program meets the intent of the Commission's Policy Statement and should be recognized.

I do not agree that all future candidates must meet the criteria specified in the policy statement.

The policy statement is not a requirement and as tuch allows greater flexibility than a regulation.

Therefore, I find it difficult to understand how we can grant exemptions from our regulations but require strict
