COMMONWEALTH EDISON BWR OPERATING RESTRICTIONS TO PRECLUDE REGIONAL INSTABILITIES We.have received Commonwealth Edison's letter dated January 26, 1989, regarding Commonwealth Edison's BWR operating restrictions to preclude

regional instabilities. The subject letter was in response to NRC Bulletin 88-07, Supplement 1, dated December 30, 1988. In reviewing your

response, 'we note. in Item (3) of the attachment to your letter that you have taken exception to Supplement 1 in the following statement:

"However, CECO believes it may be in the interest of overall plant safety to enter these regions in the event of unforeseen problems-that challenge vital equipment or fuel..."

It is our position that you cannot unilaterally take this exception.

Rather,.we require that you adopt' for the Dresden, LaSalle and Quad Cities plants.the provisions tof Supplement I without exception and without interpretation. You should note that the provisions required in Supplement I to Bulletin 88-07 are interim and will be replaced by the long-term measures to be submitted by the BWROG in mid-1989. If you have any questions on this matter, please contact this office.
