Dear Mr. Howe:

During the recent licensed requalification exam several concerns were identified.

The following two items are described below with the resolution:

1) During implementation of procedure T-102 there was uncertainty exhibited by operators concerning step DW/P-5 which states "Before suppression pool pressure reaches 10 psig, spray the suppression pool."

The question was whether the suppression pool sprays should be initiated if suppression pool pressure is equal to or greater than 10 psig.

To resolve this issue Trip Procedure step T-102 step DW/P-5 has.been clarified in the attached memo OPS-0675.

This memo has been distributed to all licensed operators at Limerick.

Training on this item will be incorporated in t he next requalification cycle.

2) It was observed that the operator's ability to implement T-214'and T-215 would be greatly enhanced with the addition of operator aids identifying the appropriate cabinet and equipment to be operated.

The attached memo describes those actions which have been completed to resolve this concern.

SUBJECT:

T-102, T-214, and T-215 Implementation Improvements The following actions have been completed to address NRC examiner concerns expressed during the exit interview of.12/5/88, regarding T-102 step'~DW/P-5, T-214, and T-215.

T-102 Bases has been revised to clarify the. term

f "Before" in the-two applicable steps (i.e. DW/P-5 and SP/T-8).

- T-214 (Manual Initiation of ARI) has been revised to designate the appropriate bays in the procedure as well as the keys necessary to open those bays.

- T-215 (de-energization of Scram Solenoids) has had lavender fuse labels applied to the C71-F14A (B) fuses in Units 1 and 2, 609 and 611 panels (RPS).

The procedure, T-215, has been revised to designate the specific bay that contains the fuses.

- The appropriate cabinet bays have been labeled.

(i.e. Bay A, Bay B, etc).

In addition to the above items when T-102 Bases was revised, the concern with SPOTMOS sensors and suppression pool level was addressed in both SP/T and SP/L (Low) branches.

-Step DW/P-5 states, "Before suppression pool pressure j

The intent of

The definition of the term, "before", is,."any. time-prior _to", which is not to be interpreted as preventing-stated action, "after".

For example; step RC/O-48 reads,:

"If not shutdown with rode, then inject SLC before suppression' pool temperature reaches 110 F."
