Dear Mr. Lange:
During the Limerick Licensed Operator Requalification examination administered during the week of 11/28/88, some examination' questions were used which did not directly relate to learning objectives for Licensed Operator Requalification Training for the past year.
Due to the transition to the new format for testing as outlined in ES-601, the Limerick Licensed Operator Training program is in the process of converting to the "open reference" testing format.
This transition had not been fully implemented prior to the annual examination process in November, 1988.

Previously, Licensed Operator Requalification learning objectives had not been geared towards the open reference type of examinations.
This resulted in a shortage of objectives.which could be used as a reference for "open reference" questions.
The Limerick LOR Training section has fully implemented the conversion of future learning objectives to those which will support "open reference" examinations; thus, the need to use non-objective based questions on annual examinations will be reduced in the future.
