Gentlemen:
Fhis refers to. the inspection conducted by J. Kelly of this office during the
period December 12-16, 1988, of activities authorized by NRC Operating
License NPF-47 for River Bend Station, and to the discussion of our findings
with Mr. W. Odell and other members of your staff at the concitsion of the
inspection.
The NRC. inspection covered certain~ areas of your physical security program.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, ana
observations by the NRC inspector. The areas inspected and the inspection
findings are documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified.

Two open items are identified in paragraphs 4 and 5 of the enclosed inspection
report.
We have also examined actions you have taken with respect to previously
identified inspection findings. The status of these items is identified in
paragraph 2 of the. enclosed report.
Our review of your response to Violation 498/8814-01 revealed that additional
corrective action is needed to close this violation. Accordingly, please
provide, within 30 days of the date of this letter, action to address the
problems identified in paragraph 2.
We continue to have concerns regarding the matters discussed in Open
Item 458/8814-02. We request that you review this item to evaluate the
identified concerns.
The' material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the
-material, with the exception of the report cover page which is an inspection
summary, will ng be placed in the Public Document Room.
