SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED JANUARY 2, 1989, RE INCREASE IN BYPRODUCT MATERIAL POSSESSION LIMIT

Background

License Amendment No. 9 dated July 22, 1987, authorized BWFC to possess 0.5 curies of byproduct material and plutonium as contamination or waste associated with the Failed Fuel Rod Detection System (a.k.a. ECH0-330 system).

In the

subject application, BWFC requested an increase in the byproduct material possession limit.

Discussion This request is based on an increase in the number of ECH0-330's in use and an expansion of BWFC's field services operations.

In addition to the three ECH0-330 units in use, equipment used in other areas of BWFC's field services operations (fuel assembly spring repair, fuel reconstitution, and fuel consolidation) requires an increase in the possession limit for byproduct material. BWFC has requested an amendment to increase the byproduct material possession limit (including transuranic) to 20 curies. P:swever, plutonium which is a transuranic element is classified as special nuclear material and cannot be included in the byproduct material possession authorization.

In a telephone conversation on February 9,1989, Mr. Shy agreed that, since the )ossession of plutonium is authorized in the current license, the amendment s1ould only authorize an increase in the possession of byproduct material.

In adaition, the authorization should be revised to include all field service operations equipment.

The staff has determined that the present radiological safety program is adequate to support the increase in the byproduct material possession limit. Therefore, it is recommended that Conditions 7.K., 7.L., 8.K., and 8.L. be revised as follows:

6.K. Byproduct 7.K. Contamination or 8.K. 20 curies, material waste associated with including equipment used in field material service operations in 8.L.

Conclusion / Recommendation Staff finds that the proposed changes to the license will have no adverse effect on the public health and safety or on the environment. Approval of the amendment application is recommended.

The Region II Principal Inspector has no objection to this proposed action.
