SUMMARY
OF MEETING A management meeting. was held at the Region II Office on June 1,1987, at 11:00 a.m., to discuss control room barrier issues. TVA presented a chronology j
of the issue since 1983. In a July 1985 TVA QA Audit, a concern with control room interpretation was identified.
A difference of opinion existed between QA and the site pertaining to this issue.
The issue was escalated to the Sequoyah site director who, in May of 1986, directed moc fication of the j
barrier (DCR 2268 was written).
TVA reviewed and committed to DCR-2268 as a Unit 2 startup item in March 1987. The Site Director, after review of the package, ordered a review of the alternatives because of the extensive amount q
of work involved with the proposed package. After discussions with the NRC on 1
the options, TVA committed to making appropriate alterations.
Because of l
material delivery problems, TVA is now skeptical about their ability to complete the modifications prior to the scheduled Unit 2 startup.

The issue of compensatory measures was discussed. TVA believed that they were

in agreement with the NRC in that compensatory measures would not be required while in Mode 5; however, they would be required in Mode 4 until the modifica-tions were completed.
The NRC is not in full agreement and committed to an immediate review of the issue followed by notification to the Sequoyah Site Director of the results.

to notify Region II of the results of its investigation.
