APPENDIX A NOTICE OF VIOLATION Wolf Creek Nuclear Operating Corporation Docket:

50-482 Wolf Creek Generating Station

-License:

NPF-42 During an NRC inspection conducted on-August 20, 1987, a violation of NRC requirements was identified. The violation involved a failure to recognize entry into a' Technical Specification Action Statement.

In accordance with the

" General Statement of Policy and Procedu're for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1987), the violation is listed below:

Failure to Enter Technical Specification'(TS) 3.0.3 Technical Specification 3.0.3 requires, in part, "When a limiting condition for operation is not met, except as provided in the associated action requirements, within 1-hour action shall be initiated to place the unit in a mode in which the specification does not apply...."

TS 3.7.6 requires, "Two independent control room emergency ventilation systems shall be operable."

Contrary to the above, on August 20, 1987, the NRC inspector observed both trains of the control room emergency ventilation system inoperable when Door 36171 was blocked open preventing the control room from being pressurized'to greater than or equal to.25 inches of water.

This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Wolf Creek Nuclear Operating Corporation is hereby required to submit a written statement or explanation to

-this Office within.30 days of the date of the letter transmitting this Notice.

This reply, should include for each violation:

(1) the reason for the violation if. admitted, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
